The Cleveland Homeless Legal Assistance Program (CHLAP) connects volunteer attorneys with individuals experiencing or at risk of homelessness by providing free legal assistance in shelters and community-based settings. By meeting clients where they are, volunteers are able to address immediate legal concerns while helping connect individuals with resources that support stability and long-term progress.
Attorneys provide brief advice and counseling on a range of issues, including credit concerns, expungement, driver’s license reinstatement, family law matters, and landlord-tenant disputes. In some cases, volunteers offer follow-up guidance or direct representation.
CHLAP is designed to be accessible to attorneys at all experience levels. Training, mentorship, and resources are provided, along with opportunities to observe clinics and participate in continuing education. Clinics are typically held at local shelters and service organizations and offer a meaningful way for attorneys to engage directly with the community.
For many clients, having someone listen and provide clear direction can be as impactful as legal advice itself. Through this work, CHLAP strengthens access to justice while creating opportunities for attorneys to make a direct and tangible difference.
